Responsible Use Agreement for Staff, Volunteers, and Other Adults

Menifee Union School District (MUSD) provides network and Internet access for students, MUSD employees and authorized guests on campus. Access is provided for the purposes of authorized academic, instructional, research, and administrative purposes only. This network includes all computers, printers and other devices on campus including, but not limited to, those located in classrooms, special purpose rooms, computer labs, administrative offices, and libraries. As a member of the community, you are expected to be responsible in your use of our shared network and technology resources.

Applicable Laws and Regulations

The laws and regulations underlying provisions of this RUA include –

  • CIPA – The Child Internet Protection Act
  • FERPA – Family Educational Rights and Privacy Act
  • U.S. Copyright Law
  • District Policies and Regulations
  • Other Applicable Federal, State and Local Laws and Regulations

Who can use the network and for what purpose?

The MUSD network is maintained for the use of the entire school community of students, faculty, staff and authorized guests.  Network access is restricted to those who have active accounts issued by the School or whose access has been authorized through a guest access provisioning process.
All members of the community are granted free and equal access to as many network services as the education program, our technology infrastructure and individual access profiles allow. Users are encouraged to explore the Internet and other resources for academic gain.
All adults are expected to manage their own Responsible Use of the MUSD network and to monitor the Responsible Use of the network by student users.
All student users must have a Student Responsible Use Agreement form on file signed by them and by their parents before they can be granted access to the MUSD network. 
To ensure reasonable, efficient, appropriate and safe use, MUSD monitors the installed systems, network access, Internet usage, and accounts used by students, faculty, staff and authorized guests.

MUSD believes in treating its students, faculty, staff and authorized guests with respect and, in turn, expects that these students, faculty, staff and authorized guests treat one another with respect. However, all users must be aware that information assets (computers and the information that users might store on them) belong to MUSD and MUSD has the right to access, manage, maintain and review any of those assets at any time.

User responsibilities

The list below was crafted to convey a sense of the types of activities that are allowed and not allowed, giving some reasons where appropriate. It is not to be considered an exhaustive list of all authorized or prohibited activities.  Given the nature of information and educational technologies, such a list could not possibly be all-inclusive.  If in doubt as to whether an anticipated use of the network is acceptable, please check with the school principal or the MUSD Technology Helpdesk (951.672.1851 x49500) before proceeding.

It is the express responsibility of all adult users of the MUSD network to ensure that personal information related to students and staff is protected from unauthorized disclosure.  Numerous Federal, State and local laws and MUSD Board Policy require that we exercise extreme diligence in our efforts to ensure that personal data remains secure and is only disclosed to third parties in accordance with applicable laws and regulations. Essentially, this means that personal student and staff data must NEVER be transmitted via unencrypted e-mail, file transfer or other means. It also means that protected student and staff data must ONLY be maintained on the District network storage system and NEVER on personal media (e.g. computer hard drives, CDs , USB flash drives, removable hard drives, or personal cloud storage services like Dropbox, Apple iCloud, etc.)

Computer account passwords are confidential – providing your user name and password to anyone and/or allowing them to access the MUSD network using your user name and password is prohibited. Passwords must not be kept where they are visible or accessible to others. Use of another person’s identity, account, user name or password, or otherwise gaining unauthorized access to computing or network resources is also prohibited.
Passwords are also provided for certain online research resources, applications, grade book programs, and personal portals so that community members may access these resources from home. To access these resources using these IDs and passwords, you must be currently enrolled or employed at MUSD or be a parent or guardian of a currently enrolled student at MUSD. Distribution of this information to persons not currently enrolled or employed at MUSD, or not a parent of a currently enrolled student at MUSD, is not allowed.  Once you leave MUSD, you are no longer permitted to use these programs or services.

When leaving a computer unattended, the user must log off of the network or lock the screen.

The network is a free and open forum for considerate and respectful expression. Harassing, insulting, or attacking others is not allowed.  Be polite in your messages; offensive speech is disrespectful of the rights of others.

MUSD is aware that there are some areas on the Internet that have objectionable material. Accessing or downloading this material is prohibited. Transferring of defamatory, inaccurate, abusive, obscene, profane, sexually explicit, threatening, racially/ethically offensive, or illegal material on the network is also prohibited.  Internet filtering software is maintained; however, the inadvertent non-blocking of a web site does not imply that it is appropriate to view.  The use of proxy avoidance sites to circumvent the filter is expressly prohibited.  Material used in the classroom should have educational value and promote academic excellence.
Plagiarism is prohibited and users are expected to adhere to all state and federal copyright laws. Transfer or use of copyrighted material without the express consent of the owner is a violation of Federal Law.

Deliberately spreading computer viruses is harmful to the network and is considered vandalism.

The licensing terms of software programs and services not purchased by MUSD may not permit their legal use on our network. In addition, many non-standard software applications are not designed to operate efficiently or reliably in an enterprise network such as ours.  For these reasons and to facilitate the general integrity of the network, the installation, storage, or running on the MUSD network of programs, applications or utilities not explicitly authorized by the Technology Department is generally prohibited. Therefore, do not change workstation settings or add software to computers unless you are otherwise authorized.

www.menifeeusd.org and related websites provide a platform on which to communicate information about curriculum, instruction, school activities and other general information relating to a class, school or the District as a whole. Web site authors must ensure their content, including all links to external websites are accurate, professional and appropriate for the entire MUSD school community including students, parents and staff. Digital content authors must always follow copyright laws and ensure that student names, images and attributable work are excluded from all digital content unless a current, valid Media Release Form is on file authorizing their inclusion.

MUSD’s e-mail system and distribution lists are for school business only. Limit personal e-mails and avoid mass solicitations unrelated to school including non-MUSD fundraisers, forwarded jokes and third- party messages. Using MUSD’s computers, network, and e-mail system for commercial purposes is not allowed. This includes promoting personal businesses, classes, activities, programs, events, etc. that are not officially sanctioned by MUSD.

As a federally tax-exempt nonprofit organization, MUSD users must not participate in campaign activity for or against political candidates or any lobbying activities. Therefore, any use of the MUSD network, technology equipment, or services including e-mail and websites, to advocate for or against any political party, platform, issue, office or election, is prohibited.
MUSD makes no guarantee that the services provided will be error-free or without defect. MUSD is not responsible for any damage suffered including, but not limited to, loss of data, disruption of service or malfunction/destruction/loss of personally-owned technologies or other personal property.

I understand and will abide by the above Menifee Union School District Responsible Use Agreement. I further understand that any violation of the regulations contained therein is unethical and may constitute a criminal offense. Violations may result in revocation of access privileges, disciplinary action, and/or appropriate legal action.
