There are several categories to identify English Learners or students whose primary language is other than English. Two categories that may confuse people are I-FEP and R-FEP.
Upon enrollment, students are tested at the Assessment Center and their scores used for placement in ELL Classes. Students may be determined to be Initially Fluent Proficient (I-FEP), English Language Learners (ELL), or some students might enter our district as Reclassified (R-FEP).
- Tests used at Menifee Union School District are: California English Language Development Test (CELDT) which tests the student's level of English knowledge in Reading, Writing, Listening and Speaking.
- Factors used to support the Reclassification of students are: CELDT Testing, CCSS ELA End of Unit Assessment Scores, Teacher Approval, evaluation of student academic performance and Parental Notification.
Initially Fluent English Proficient (I-FEP)
A student with a primary language other than English is determined Initially Fluent (I-FEP) if upon entering the public school system, they are CELDT Tested and they meet the districts criteria for proficient in English. A student can score Early Advanced or Advanced to be determined I-FEP.
Reclassified Fluent English Proficient (R-FEP)
Reclassification is conducted twice a year through Menifee Union School District's English Learner Services Personnel. Students are reclassified if they meet several requirements: CELDT Levels are Early Advanced or Advanced. Common Core State Standards (CCSS) End of Unit Assessments in ELA meets mean scores per unit on two separate testing periods. Reclassification requires the approval of the student's teacher.
Once students are reclassified, they are taken out of ELL classes and no longer receive ELL instruction. Although students are taken out of the ELL Program, they will continue to be monitored for four years.
R-FEP Monitoring
This process complies with California Department of Education that require a student be monitored for a four year period after exiting ELL services.
